DIXIE 2007 TOURNAMENT RULES/REGULATIONS

Note: This year, the Dixie 2007 committee simplified tournament rule language and reduced regulation redundancy. Please familiarize yourself with these revisions. Technical meaning of each rule has not changed from recent, past Dixie tournaments.

  1. Eligibility — The 2007 Dixie Invitational Bowling Tournament is a USBC-sanctioned handicap tournament held April 5-8, 2007 and open to men and women by invitation only. All USBC rules apply except as noted in below.
    1. A maximum of 480 bowlers will be accommodated.
    2. All participants must be members of USBC or FIQ and provide proof of membership in both the tournament application and at registration. Sanction cards or receipt of sanction application are acceptable. To participate, non-members must pay a Participation or Affiliate Membership fee of $5.00 (USBC Rule 300c).
    3. PBA and PWBA members are NOT permitted to enter the tournament.
    4. All non-IGBO members participating must pay additional $5 participation fee.
  2. Tournament Entries and Scheduling Priorities
    1. Singles, doubles and team entry applications will be accepted. Every effort will be made to complete partial team entries.
    2. Team and doubles partnerships may consist of any combination of men and women. Teams will consist of four bowlers. Each member of a doubles pair will bowl on the same team.
    3. All efforts will be made to honor scheduling preferences. Scheduling priority will be based on the entry’s postmark date (for mailed applications) or the date of the entire team’s complete online payment.
    4. Final scheduling decisions are made at the discretion of the tournament Co-Directors.
  3. Tournament Events
    1. Dixie 2007 will conduct three handicap events: Singles, Doubles and Team. Each event will consist of three games. Each participant shall bowl three games per event and must enter all three events. Bowlers are permitted to bowl only once in each event.
    2. Optional events include a Thursday night No-Tap Tournament, Scratch Masters and Optional Individual Scratch contest.
    3. Bowlers may enter any optional event prior to the start of the bowler’s first scheduled event.
  4. Averages and Handicap
    1. Handicap will be calculated as 90% of the difference between 225 and the entering average.
    2. Negative handicaps will NOT apply.
    3. For the purposes of establishing an average for Dixie 2007, the following rules apply to ten-pin averages established in USBC (or ABC/WIBC) sanctioned leagues, FIQ-sanctioned leagues and IGBO leagues not sanctioned by the above organizations. (Acceptable averages are those established by bowlers acting as rostered team members or as team/league substitutes – with a minimum of 21 games).
    4. The average used to establish a handicap in Dixie 2007 will be:
      1. The HIGHEST of either:
        1. a qualified Fall league average as of December 31, 2006
        2. season-end average from a 2005-2006 qualified league
      2. If neither of the above is available, an average established as of February 28, 2007 may be used.
      3. If none of the above exists, the bowler must enter with a 225 average.
    5. If a bowler’s IGBO tournament average for the 12 months beginning April 17, 2006 is 15 pins or more higher than any of the averages established in rule 4d, and the number of games represented by that average is at least 21, the IGBO tournament average will be used. (USBC Rule 319e)
    6. Each bowler must submit with the application verification of the highest average established under Tournament Rule 4.D except that verification of averages qualifying under 4.d.ii may be presented at registration.
    7. Failure to use the proper average will disqualify the scores if the submitted average is lower than the actual average.
    8. Bowlers must report results from all tournament play (USBC Rule 319e) and are required to report scores and winnings for single tournament events in which the bowler qualified for a prize of $600.00 (U.S.) or more during the 12-month period preceding the start of Dixie 2007. (USBC Rule 319d)
    9. Bowlers are required to verify all average information during registration.
  5. Average Adjustments — The Co-Directors may adjust the entering average of any bowler before tournament bowling begins. If the assigned average is not acceptable to the bowler, the entry fee shall be refunded.
  6. Check-in and Substitutes
    1. Registration must be completed at least 30 minutes prior to the start of a bowler’s first event.
    2. It is solely and entirely the bowler’s responsibility to be present at the assigned lanes at the time of bowling. Late bowlers may begin bowling in the frame in which they are ready provided that the third frame has not been completed. All frames not bowled will be scored as zero.
    3. All bowlers must check in at least 30 minutes prior to the start of the scheduled shift. All team members must be present for team check-in.
    4. No substitutes will be permitted except in the event that a bowler is unable to bowl, the team may replace that bowler for the entire tournament at any time prior to thirty (30) minutes before the start of the first event in which the bowler to be replaced is scheduled to bowl.
    5. In the case of injury, USBC Rule 108b will apply except that the Co-Directors shall approve a substitute bowler.
    6. Bowlers will be allowed two (2) practice balls per lane at the beginning of each event. Late bowlers will not be allowed practice balls.
  7. Errors and Disputes — All claims of errors/disputes must be submitted in writing to the tournament Co-Directors or Shift Captains within one hour of the error/dispute.
  8. Payouts
    1. Each event has its own prize list.
    2. 100% of prize fees (see Entry Fee Breakdown) will be returned.
    3. Optional events will return 100% of the prize funds collected for each respective event.
    4. Payout ratio will not be less than 1:10.
    5. Pending audit, prizes will be paid 30 days after the completion of the tournament.
    6. The guaranteed $500 event payout is based on the minimum of 340 bowlers. If the minimum is not met, the payout is subject to changeat the discretion of the Co-Directors
  9. Optional Events
    1. Bowlers may participate in an Optional Scratch contest. Cash prizes will be awarded for individual scratch all-events, high scratch series and high scratch game for each scratch division.
    2. There are five Scratch Divisions:

      1. Division A: Averages less than 134
      2. Division B: 135-154
      3. Division C: 155-174
      4. Division D: 175-194
      5. Division E: Averages 195 and above
    3. Scratch Masters
      1. Qualification: Bowlers will qualify for this event based on the total pinfall (scratch) accumulated during their Singles and Doubles events. The top six bowlers in each category qualify; bowlers with the seventh and eighth highest total pinfall (scratch) scores in each division qualify as alternates.
      2. Location: The event will take place at Brunswick Zone - Norcross at 8:00 AM on Sunday, April 8, 2007. Bowlers not checked-in 30 minutes prior to the start of the event will be replaced by alternates.
      3. Divisions and entry fees: Entry fees for each of the divisions (see 9.a for divisions) are:
      4. Division A: $25.00
        Division D: $40.00
        Division B: $30.00
        Division E: $50.00
        Division C: $35.00
      5. Contest Rules: Five (5) full games will be bowled. After each game, the bowler with the lowest score will be dropped and the remaining bowlers will advance to the next game. This process will continue until there is one bowler remaining. In the event of a tie, additional 9th and 10th frames will be rolled to determine the winner.
    4. Women’s Optional events (additional fee; female bowlers only): Prizes for individual all-events, high series and high games in both handicap and scratch will be awarded based on Singles, Doubles and Team event scores using the following divisions: Division A: Averages 150 and lower; Division B: 151 - 170; Division C: Averages 171 and above.
  10. Applications
    1. Only applications with complete information will be accepted. Entries must include:
      1. Complete application (individual, doubles pair and team entries will be accepted)
      2. Appropriate fees in U.S. funds (for mailed-in entries: certified check or money order only; CASH AND PERSONAL CHECKS WILL NOT BE ACCEPTED!!)
      3. Average verification for entering average with league average sheet, league secretary contact information, and copies of USBC sanction cards.
    2. Early-Bird entries: entries with full payment postmarked or submitted online at www.dixiebowl.org no later than midnight, February 16, 2007 to qualify. Each qualifying bowler will be eligible for a drawing to be held during the Dixie 2007 banquet. The winner of the drawing will receive a refund of his/her entry fee to be paid 30 days after the close of the tournament.
    3. All entries whether submitted online or via mail must be dated no later than midnight, March 22, 2007. Mail entries via U.S. Postal Service certified mail (or international equivalent) to:
